HAPPY: Prioritizing Mental Health and Well-Being

 

  •  Increase mental health support for city employees by expanding mental health days from 2 to 3 annually.

  •  Improve response and follow-up for domestic violence victims by establishing a dedicated city liaison, ensuring all cases receive a follow-up within 48 hours, and securing funding for emergency shelter resources.

  •  Create a proactive child abuse prevention task force with trained detectives.

 

HEALTHY: Strengthening Public Health and Safety

 

  •  Secure funding for a Medical Workforce 3.0 program to provide at least 10 new scholarships or incentives for healthcare professionals to train and stay in Eagle Pass.

  •  Establish a Public Health Department by securing funding, appointing a director, and launching at least three preventive health initiatives within the first year.

  •  Prioritize public safety projects by allocating at least 25% of the Capital Improvement Plan budget to essential safety infrastructure, such as improved street lighting, safer pedestrian crossings, and emergency response upgrades.

 

 

WHOLE: Strengthening Families and Community Support

  •  Develop a Nonprofit Incubator to support local organizations addressing community needs by providing access to grant-writing assistance, mentorship, and training

  •  Expand services, events, and activities for people with disabilities by increasing ADA-compliant recreational programs by 25% and ensuring all city events include accessible accommodations.

  •  Implement a tax incentive program to offer a 3% property tax discount for homeowners who pay in full by October, encouraging early payments, improving city revenue flow, and reducing delinquencies.
